It's a great point to look into the social services available as well as the rent prices. For example Massachusetts has MassHealth which covers gender affirming care, food assistance, a lot of resources from the libraries and community organizations, so for some folks even though the rent is higher they still can pay less overall.
One more thing to consider, if you feel like you're locked into a long lease, can you get a subletter so you can relocate sooner without breaking the lease? Same for if you own, can you get a renter?

I'm so glad you recommended Madison. Tbh I was a bit surprised to see Racine on the Queer Money list, but Madison and Milwaukee are excellent suggestions.

Listings Project might be a good website to check out when looking for rentals. They vet every listing and are very personable, so hopefully it can provide an extra layer of safety.
One thing to keep in mind: If you have to choose between keeping your home or your car, definitely keep the car! The car can help you travel to your job + other states AND you can live out of it temporarily (as i and many trans folks have had to), but the house cannot move with you anywhere.
